About the SSMID...

The Self-Supported Municipal Improvement District, also known as the Downtown Improvement District, was formed in 2008. It is a taxing mechanism authorized by the State of Kansas, allowing local governments to levy additional taxes on property owners in a defined geography of businesses.

Instead of imposing the levy with the minimum allowed by statute, then Mayor Joe Reardon and the Commission requested that property owners be polled regarding the effort. The resulting 64% β€œYes” response set the 8-year effort into motion. The original agreement included a significant voluntary sum from the Unified Government that was to help pay for cleaning, security, landscaping, and marketing services for businesses in the area. Due to the economic downturn, the services were scaled back to cleaning and security.

These services continue today with significant impact.  Between 2009 and 2015, Security Ambassadors responded to 119,266 calls for assistance, and Cleaning Ambassadors removed approximately 270 short tons of loose trash and litter.  The result is a safer, cleaner, more beautiful Downtown.

On June 30, 2016, The Unified Government Board of Commissioners voted unanimously to renew the SSMID for an additional 10 years beginning January 2017.
